At one time an ambitious young man who desired to become the King of Pirates, Crocodile eventually lost sight of his dreams, became distrustful and became more interested in amassing power. During this time, he acted as a deterrent against other pirates, usually as a bounty hunter. He accepted a position as a privateer, one of Seven Warlords of the Sea, which froze his bounty. Crocodile used this opportunity to form an underground criminal organisation, intending to overthrow the country of Arabasta from the shadows and obtain the military might of an ancient weapon.

In brief-
Crocodile ate the Sand-Sand Fruit (Suna Suna no Mi), which granted him the power to create, control and turn into sand. If any part of his body is wet, that body part cannot transform. The palm of his right hand can dehydrate anything except metal to the point it turns into sand. He loses all his strength and sinks like a stone when in still water.
He's also inexplicably superhuman in strength and endurance because he works out. A huge, heavy hook has replaced his left hand, and there is a smaller, poisonous hook inside that and a knife inside that.
He hasn't been shown using it on screen, but he's been confirmed to have two of the three types of Haki, a manifestation of willpower into energy. He can use Armament Haki that wraps an invisible armour around a body part as a defence and to increase strength. He can also use Observation Haki, which activates a sixth sense to detect presences, intentions and gauge strength. It's unclear how good he is at either of these.
